The petitioners through instant petition under Article 226/227 of the Constitution of India are seeking direction to respondents to release independent domestic electricity connection without insisting for payment of outstanding dues of respondent No.5.

As per pleadings, the petitioners purchased flats in JTPL City, Sector 115, Kharar. The flats were purchased in 2023-2024. Punjab State Electricity Regulatory Commission in April' 2025 ordered to release domestic electricity connections in the Society subject to compliance of applicable formalities. The petitioners approached respondent for release of fresh domestic electricity connection. The respondent refused to process their applications on the ground that there are outstanding electricity dues of builder-respondent No.5 with respect to temporary construction connection. The petitioners in April' 2026 filed representation before respondent seeking electricity connection.

Mr. Nitin Sachdeva, Advocate appeared and filed his Power of Attorney on behalf of respondent Nos.2 to 4. The same is taken on record. Registry is directed to tag the same at an appropriate place. 4.

Learned counsel for respondent Nos.2 to 4 submits that petitioners have alternative remedy to approach Consumer Grievances Redressal Forum ('CGRF').

Faced with this, learned counsel for the petitioner seeks permission to withdraw the petition with liberty to approach aforesaid Authority.

Dismissed as withdrawn with aforesaid liberty. 7.

This Court is sanguine that if the petitioners file an appropriate application before CGRF, it would adjudicate their claim within period prescribed under Electricity Supply Code.
