One of the grievance of the petitioner in this case is that Utilization Plan for land owned/vested in the Gram Panchayat prepared vide resolution dated 15.09.2011 (P4) in respect of the entire area measuring 169 acres reflects only one common purpose, namely, gau charand (grazing ground) and no other common purpose has been depicted. In our considered view, such like issues do not bring the matter within the ambit of judicial review exercisable by this Court in writ jurisdiction. Needless to say that the land vested/owned by Gram Panchayat has to be utilized for one or the other common purposes of the village keeping in view the best interest of the village community and for no other purpose.
