In this writ petition filed under Articles 226 and 227 of the Constitution of India, the petitioner has prayed for issuance of a writ in the nature of certiorari for quashing the Circular dated 18.10.2017 (Annexure P-1) issued by respondent No.3 to all the District Education Officers of Punjab to shut 800 primary schools and merge the district-wise primary schools to the other primary schools which is against the Right of Children to Free and Compulsory Education Act, 2009 as well as against the fundamental rights and Article 21-A of the Constitution of India. 2.

Petitioner, who appears in person submitted that inadvertently, certain essential factual matrix has not been incorporated in the writ petition.
