The jurisdiction of this Court has been invoked under Article 226 of the Constitution of India for the issuance of a writ, order or direction, especially a writ in the nature of Mandamus directing Respondents to implement the Catch-Up Rule in favour of the Petitioner by restoring and refixing the Petitioner's seniority over Respondent no. 3 at every promotional stage in accordance with the Petitioner's original inter se seniority in the feeder cadre, and consequently declare the Petitioner senior to Respondent no. 3 on the posts of Senior Scale Stenographer w.e.f. 18.07.2012, Personal Assistant w.e.f. 28.07.2015, Private Secretary w.e.f. 06.10.2020 and Secretary to Minister w.e.f. 12.03.2025, together with all consequential service benefits.

Learned Senior Advocate for the petitioner submits that he will be satisfied in case a direction be issued to the respondent/State to decide the representation dated 03.07.2025 (Annexure P-14) in the light of judgment dated 12.09.2025 passed in CWP-26007-2021 titled as "Kailash Chander vs. State of Haryana & Ors."

Ms. Mayuri Lakhanpal Kalia, DAG Haryana, having served with an advance copy of the petition, has put in appearance on behalf of respondent/State and assures the Court that the above-said representation will be decided within time bound manner.

Without commenting upon the merits of the case, respondent No. 1 - Chief Secretary to Government of Haryana, is directed to decide the representation dated 03.07.2025 (Annexure P-14) in view of judgment dated 12.09.2025 passed in CWP-26007-2021 titled as "Kailash Chander vs. State of Haryana & Ors." , after providing opportunity of hearing to the petitioner and by passing a speaking order within a period of eight weeks from today, and a copy of the said speaking order shall be supplied to the petitioner within one week thereafter. 6.
