The present writ petition has been filed under Articles 226/227 of the Constitution of India praying for issuance of a writ in the nature of certiorari for quashing the memorandum dated 24.02.2026 (Annexure P18), charge sheet cum statement of allegations dated 24.02.2026 (Annexure P-19) issued to petitioner under Rule 7 of HCS (Appeal and Punishment) Rules and suspension order dated 13.02.2026 (Annexure P-17) whereby his services have been placed under suspension. Further praying for issuance of a writ in the nature of mandamus directing the respondents to objectively address and decide the justice demand notice dated 22.05.2026 (Annexure

P-21) and revoke the suspension order by releasing all financial benefits of salary to the petitioner and during pendency of present writ petition operation of impugned orders (Annexure P-17 , P-18 and P-19) be stayed. 2.

Learned counsel for the petitioner, at this stage, submits that he would be satisfied if a direction is issued to respondent No.2 to consider and decide the demand notice dated 22.05.2026 (Annexure P-21) by passing a reasoned and speaking order within a time-bound period. 3.

Learned State counsel as well as learned counsel for respondents No.2 and 3 submits that they have no objection in the event a direction is issued to respondent No.2/competent authority to consider and decide the demand notice dated 22.05.2026 (Annexure P-21) by passing a reasoned and speaking order within a stipulated period. 4.

In view of the limited prayer made by counsel for the petitioner without commenting upon the merits of the case, the present petition is disposed of and the respondent No.2/competent authority is directed to hear and decide demand notice dated 22.05.2026 (Annexure P-21) by passing a speaking order in a time bound manner within a period of three months from the date of receiving a certified copy of this order. Further the decision taken thereof shall be conveyed to the petitioner.

Needless to say, if the petitioner is found entitled to the relief sought, the same be granted forthwith by respondent/competent authority.

Pending miscellaneous application(s), if any, shall also stands disposed of.
