Petition herein is, inter alia, seeking a writ in the nature of Mandamus, for directing the respondents to appoint the petitioner as the Lambardar (SC) of village Guraddi, Tehsil Budhlada, District Mansa. 2.
While issuing notice of motion, Co-ordinate Bench of this Court passed the following order on 05.09.2018:- "Inter alia contends that there are a 1000 residents of village Guraddi and as per Rule 19-B of the Punjab Land Revenue Rules, 1909 where there are more than 100 members of the Scheduled Caste in an estate, one additional headman from amongst the Harijans or members of Scheduled Caste would be appointed.
It is submitted that there are six other Lamberdars who all belong to General Category and a representation dated 07.09.2015 (Annexure P-1) has also been submitted by the members of community as such, which was approved by the
CWP-22415-2018 (O&M) -2Sarpanch of the Gram Panchayat and, thereafter, a resolution was also passed on 11.06.2018 (Annexure P-2). Notice of motion for 14.12.2018."

Reply on behalf of State has already been filed, wherein following stand has been taken in para Nos.2 and 3 of the preliminary submissions; which reads as under:- "2.
After that the office of the answering respondent obtained report of Sub Divisional Magistrate, Budhlada. As per the recommendations of the Sub Divisional Magistrate, Budhlada the case for creation of the post of numberdar for schedule caste community was recommended vide letter No. 392/DRA/DRC-2 dated 11/2/2016 to the Commissioner, Faridkot Division, Faridkot.

That the Punjab Government, Department of Revenue, Rehabilitation and Disaster Management (Land Revenue Branch) vide Memo No. 17/49/2013/LR-2/26867 dated 18/12/2017 has imposed a ban for creation of posts of numberdars in the State for both the community (General and Scheduled Caste) till further order (Annexure R-I)." 4.
Apparently, the petitioner has not laid any counter to the reply filed by the State.

I have heard the learned counsel for the petitioner as well as learned State Counsel and perused the paperbook with their able assistance. 6.
Since the Government of Punjab has already imposed a ban for creation of post of Lambardar in the State for both the communities i.e. General as well S.C., vide memo dated 18.12.2017 and also considering the fact that there is no challenge to the aforesaid memo dated 18.12.2017 nor any counter has been filed to the reply filed on behalf of the State; in my
CWP-22415-2018 (O&M) -3considered view, no relief can be granted to the petitioner in the present matter.

No other argument has been raised.

In view of the above discussion, the instant writ petition fails and the same is accordingly dismissed.
