(ORAL) The petitioner is aggrieved by two interim stay orders dated 04.02.2016 (Annexures P-5 and P-6) staying an allotment made in her favour by an order dated 03.02.2016 (Annexure P-3) of plot No. 852, Sector 21-C, Part III, Faridabad. The impugned orders have been passed in applications filed by two other parties. Those two parties did not implead the petitioner in the proceedings adopted by them. The petitioner has not impleaded those two parties in this writ petition. It is obvious that the three parties have conflicting claims and interests. It is essential that they are all heard together. 2.
It appears that the petitioner is only aggrieved by the interim orders dated 04.02.2016 (Annexures P-5 and P-6) passed by the Additional Chief Secretary to the Government of Haryana, Town and Country Planning Department.

The petition is, therefore, disposed of with liberty to the petitioner to intervene in the proceedings, namely, revision applications filed by the applicants referred to in Annexures P-5 and P-6. The Additional Chief Secretary will have to hear the three Parties and any other party concerned before disposing of the revision applications. This is especially in view of the fact that an allotment has already been made in favour of the petitioner by the said order dated 03.02.2016 (Annexure P-3).
The rights and contentions, however, of all the parties are kept open.
