On 24.06.2025, following order was passed :- "CRM-24296-2025 1.

Present application has been moved by the applicant/petitioner for incorporating the additional information in paragraph No.15 of the main petition, regarding the registration of other cases against the petitioner.

For the reasons mentioned in the application, prayer made therein is allowed.

CM stands disposed of.

Prayer in this petition, filed under Section 482 of the BNSS, 2023 (earlier Section 438 Cr.P.C.), is for grant of anticipatory bail to the petitioner, who has been booked in a criminal case arising out of First Information Report, as detailed hereunder:- Name & age of Petitioner (s) FIR No.

Learned counsel for the petitioner, inter alia, contends that petitioner's name is not mentioned in the FIR. However, now after a period of more than one and a half years of

registration of FIR, police is after the petitioner on the pretext that actually Aman, who is named in the FIR and Gurwinder Singh alias Gurvinder Singh (petitioner herein) is one and the same person.

On advance notice, Mr. Manjinder Singh Bhullar, DAG, Punjab, puts in appearance on behalf of the respondent - State, and seeks some time to file status report in the matter.

Adjourned to 04.07.2025.

Let the facts stated by counsel for the petitioner be verified by learned State counsel. Status report be also filed by learned State counsel, explaining therein the reason that if the person who is named as accused in the FIR and petitioner is one and the same person, then why he was not arrested by the police, uptill now.

In the meanwhile, arrest of the petitioner shall remain stayed. However, issue of joining of investigation of the petitioner shall be examined on the next date of hearing after reviewing the status report which is yet to be filed by learned State counsel."

Again on 04.07.2025, following order was passed :- "1.

At the outset, learned State counsel has filed the status report dated 03.07.2025 in Court today, which is taken on record, subject to all just exceptions. Office to tag the same at appropriate place. A copy thereof has been handed over to the counsel for the petitioner.

In the instant case, injured has suffered total nine injuries, out of which three are attributed by a sharp-edged weapon and six by a blunt weapon. The petitioner, along with one Hargobind Singh @ Gobind, was armed with a gandasa and a sword. Therefore, keeping in view the nature of the allegations and the specific role assigned to the petitioner, no ground is made out for grant of the concession of anticipatory bail.

However, proceedings in the present case are kept pending only for ascertaining the reason as to why the police is inactive in taking steps against the accused persons. The issue of slow investigation has already been noticed by this Court in order dated 24.04.2025 passed in CRM-M-17730-2025, titled "Kala Singh v. State of

Punjab," and now one more opportunity is being afforded in the present case by adjourning the matter to 11.08.2025 to enable the investigation to be expedited.

It is, however, made clear that in case requisite steps are still not taken by the next date of hearing, the Senior Superintendent of Police concerned shall ensure his personal presence before this Court on the date fixed." Though there is no representation on behalf of petitioner, yet Mr. Bareen Pratap Singh, AAG, Punjab, informs that the petitioner has already been arrested on 11.07.2025 and therefore, petition can be disposed of as having been rendered infructuous. 4.
