**** RITU BAHRI , J. (Oral) Petitioner is promoted as Junior Engineer (Electrical) in the respondent-department since February, 2005. The petitioner had given detailed representation complaining of stagnation on the post of Junior Engineer (Electrical) from the year 2005 but no action has been taken till date. Learned counsel stated that respondent No. 2 Sh Devinder Singh, who was appointed as Computer Programmer in the year 1998 was promoted as Assistant Professor with retrospective effect from the year 2003 despite there being no post of Assistant Professor. Similarly, Sh. R.K. Gulati, who was appointed as Research Officer in the year 1991 is now holding the post of Assistant Professor (Computer). The above said persons are from the same department where petitioner is working.

In view of the above factual position, this petition, at this stage is being disposed of without expressing any opinion on the merits of the case, by giving a direction to respondents to decide the representation dated Gaurav Arora 2018.10.17 14:04 I attest to the accuracy and integrity of this document Chandigarh
