The writ petition, in our considerable opinion, filed on behalf of a foreign entity, which has no registered office etc. in India, otherwise does not disclose any cause regarding vires of the notification, but as there appear to be a certain impediments in the implementation of the notification while obtaining a BIS licence, the writ petition is disposed of with liberty to the petitioner to approach the appropriate authority by way of a representation, which shall, if filed, be considered and decided within a month of its filing.
