The present petition has been filed by the petitioner under Article 226 of the Constitution of India, seeking issuance of a writ of mandamus directing the respondent-University to release/pay the pensionary benefits to the petitioner after counting his entire service viz i.e. from 24.04.1989 to 01.09.1994 on daily wage; from 02.09.1994 to 06.11.1997 on fixed/contract and from 07.11.1997 to 13.05.2001 on ad hoc basis, rendered by him prior to his regularization from 14.05.2001 to 31.05.2024 for the purpose of pensionary benefits and to release all the consequential benefits with interest @ 12% per annum. 2.

Learned counsel for the petitioner submits that for redressal of his grievances, the petitioner has also served legal notice dated 07.02.2026 (Annexure P-3) to the respondents which is still pending consideration. He further submits that at this stage, the petitioner would be satisfied, if appropriate directions are issued to the respondents to consider and decide the said legal notice, by passing a speaking order, in a time bound manner.

Mr. Shrieesh Gupta, Advocate has put in appearance through video conferencing and accepts notice on behalf of respondents No.1 to 3. Mr. Swapan Shorey, D.A.G., Punjab accepts notice on behalf of respondent No.4. They have no objection to the innocuous prayer made by learned counsel for the petitioner.

I have heard learned counsel for the parties and have gone through the record of the case.

Without going into the merits of the case at this stage, the present petition is disposed of with a direction to respondent No.1Registrar, Punjabi University to consider and decide legal notice dated 07.02.2026 (Annexure P-3) submitted by the petitioner expeditiously, by passing a speaking order after affording an opportunity of hearing to the petitioner, preferably within a period of 04 months from the date of receipt of certified copy of this order. Further, the decision taken thereon shall be conveyed to the petitioner.
