Firstly, he alleges collusion in the auctioning of Gram Panchayat land. The District Development and Panchayat Officer, Ludhiana after a fact-finding enquiry has rejected the allegations vide the impugned order. Since allegations regarding fairness in the auction are disputed questions of facts, the same cannot be gone into in these writ proceedings. The petitioner may avail the alternative remedy in accordance with law. As regard to second grievance, namely, alleged non-refund of petitioner's lease amount alongwith compensation by the Gram Panchayat, we direct the District Development and Panchayat Officer, Ludhiana, to verify the petitioner's claim and issue appropriate directions to the Gram Panchayat, if need be, within a period MOHINDER KUMAR 2016.03.03 14:07 I attest to the accuracy and authenticity of this document Chandigarh
