The present petition has been filed by the petitioners under Articles 226/227 of the Constitution of India, seeking a writ of certiorari, for setting aside the seniority list dated 05.01.2026 (Annexure P-6), whereby the private respondents have been placed in seniority over the petitioners in Head Masters Cadre. Further, a writ of mandamus has been sought for directing the official respondents to reconsider the promotions made to the post of Headmasters under Punjab Educational Service (School and Inspection Cadre) Group-A Srevice Rules, 2018 as under the garb of regularization of services, undue benefit cannot be granted to the persons, who are merely appointed on contract basis against unsanctioned posts of School Education Department.

Learned counsel for the petitioners submits that for redressal of their grievances, the petitioners have also made a representation dated 01.05.2026 (Annexure P-7) to the respondents VINAY 2026.05.29 16:57 I attest to the accuracy and authenticity of this order/judgment

CWP-18036-2026 -2which is still pending consideration. He further submits that at this stage, the petitioners would be satisfied, if appropriate directions are issued to the respondents to consider and decide the said representation, by passing a speaking order, in a time bound manner. 3.

On receipt of advance copy, Mr. Swapan Shorey, DAG, Punjab, accepts notice on behalf of the official respondents. He has no objection to the innocuous prayer made by learned counsel for the petitioners.

I have heard learned counsel for the parties and have gone through the record of the case.

Without going into the merits of the case at this stage, the present petition is disposed of with a direction to respondent No.3 to decide representation dated 01.05.2026 (Annexure P-7) submitted by the petitioners expeditiously, by passing a speaking order after affording an opportunity of hearing to them, preferably within a period of 04 months from the date of receipt of certified copy of this order.
