Prayer in this writ petition filed under Articles 226/227 of the Constitution of India, is for issuance of a writ in the nature of mandamus, directing the respondents to regularize the services of the petitioner (Computer Operator) under the Policy dated 18.06.2014 (Annexure P-3) in light of the judgment dated 16.04.2026 (Annexure P6) passed by the Hon'ble Supreme Court in case titled as Madan Singh and Others vs. State of Haryana and Others passed in Civil Appeal No.1996 of 2024, (2026 INSC 379) and also by taking into account the representation dated 06.05.2026 (Annexure P-7) made by the petitioner. Further prayer has been made to direct the respondents to regularize the

services of the petitioner as per Notification dated 18.06.2014 (Annexure P-3), and all the consequential service benefits as applicable under the said policy from the date of regularization in service may also be granted to the petitioner.

Learned counsel for the petitioner submits that he would be satisfied if the representation dated 06.05.2026 (Annexure P-7) of the petitioner is decided by respondent No.3 by passing a speaking order in a time bound manner.

Learned State counsel as well as learned counsel for respondents No.3 and 4, appearing on advance notice, submits that they have no objection, in case a direction is issued to respondent No.3 for time-bound consideration and decision of the representation dated 06.05.2026 (Annexure P-7) of the petitioner by passing a speaking order.

Keeping in view of the limited prayer made by learned counsel for the petitioner, the respondent No.3 is directed to consider the representation dated 06.05.2026 (Annexure P-7) of the petitioner and pass a speaking order in the light of Madan Singh's case (supra), after affording an opportunity of hearing to the petitioner, within a period of 03 months from the date of receiving a certified copy of this order. Further, the decision taken thereof shall be conveyed to the petitioner. Needless to say, if the petitioner is found entitled to the relief sought, the same shall be granted forthwith by respondent No.3.
