The present petition has been filed by the petitioner under Articles 226/227 of the Constitution of India, seeking a writ of certiorari/mandamus, for quashing the condition No.6 of the order dated 16.07.2025 (Annexure P-3) of regularization of service of the petitioner and directing the respondents to pay to the petitioner minimum salary i.e. Basic Pay+DA+Grade Pay in regular scale and arrears accordingly, from the date the petitioner completed 10 years service with the respondents-State as per order dated 16.05.2025 (Annexure P-4) passed by this Court and directions were issued to the respondents, vide letter dated 18.07.2025 (Annexure P-5).

Learned counsel for the petitioner submits that for redressal of his grievances, the petitioner has also served a legal notice dated 22.01.2026 (Annexure P-6) upon the respondents which is still pending consideration. He further submits that at this stage, the petitioner would be satisfied, if appropriate directions are issued to the VINAY 2026.05.29 18:07 I attest to the accuracy and authenticity of this order/judgment

On receipt of advance copy, Mr. Swapan Shorey, DAG, Punjab, accepts notice on behalf of the respondents. He has no objection to the innocuous prayer made by learned counsel for the petitioner.

I have heard learned counsel for the parties and have gone through the record of the case.

Without going into the merits of the case at this stage, the present petition is disposed of with a direction to respondent No.2 to decide the legal notice dated 22.01.2026 (Annexure P-6) served by the petitioner expeditiously, by passing a speaking order after affording an opportunity of hearing to the petitioner, preferably within a period of 03 months from the date of receipt of certified copy of this order.
