Learned counsel states that at this stage he would be satisfied if a direction is issued to respondent No.4 to decide the said representation within any reasonable time by passing a speaking order thereon.

I find this to be a fair request.

Resultantly, this petition is disposed of with a direction to respondent No.4 to decide the representation (Annexure P-7) of the petitioner within a period of two months from the date of receipt of a certified copy of this order by passing a speaking order thereon.
