Present writ petition is challenge to the order dated 23.08.2018 (Annexure P7) passed by respondent No.1, whereby he has entertained the appeal dated 08.06.2018 (Annexure P6), filed by respondent No.5-Amarjit Singh against order dated 28.07.2014 (Annexure P3) after about a period of four years, whereas limitation period provided for filing the appeal is 30 days only.

As per order dated 23.08.2018, the Appellate Authority, while considering the allegations and huge amount of panchayat involved, remanded the matter to respondent No.2-Director, Rural Development and Panchayat, Punjab to decide afresh in accordance with law and submit his report. Petitioner herein is a complainant in the matter.
