This petition though is styled as a petition in public interest, but appears to have been instituted with some oblique motive/reason. 2.

The petitioner alleges that certain regularization orders have been passed illegally in favour of individual employees by the Municipal Corporation, Ludhiana. In the writ petition, we do not find that sufficient basis has been disclosed to establish that due diligence has been resorted to on the part of the petitioner in ascertaining the facts, nor is it shown that any apparent illegality has been committed in passing orders of regularization. The persons, who have been regularized, have also not been impleaded as party respondents. It is, otherwise, settled principle of law that ordinarily a public interest litigation would not be entertained in service matters.
