The petitioners have laid challenge to the vires of Rule 11(1) of the Haryana Civil Service (Executive Branch) Rules 2008, to the extent it provides that both the papers I and IIof `General Studies' and `Optional' shall be set in English only. They also seek a consequential direction that the question papers in Haryana Civil Service (Executive Branch) and other Allied Services Examination be set in both English and Hindi languages. Learned State counsel as well as counsel for the Commission have produced Notification dated 05.05.2016 whereby Haryana Civil Service (Executive Branch) Rules 2008 have been amended and as per `Note'at Meenu 2016.11.10 11:51 I attest to the accuracy and authenticity of this document chandigarh Sr.No.(ii) of the amended Rule 11(1), both the Question papers of

CWP-5438-2015 -2preliminary examination shall be hitherto set bilingual in English and Hindi. This would render the writ petition as infructuous. Ordered accordingly.

However, if the petitioners have any grievance against the selection etc., they shall be at liberty to initiate separate proceedings, if so permissible in law.
