The present petition has been filed by the petitioner under Articles 226/227 of the Constitution of India, seeking a writ of certiorari, for quashing the notification dated 30.04.2026 (Annexure P9), issued by respondent No.3 to the extent of point No.29 of the duty list of Veterinary Inspectors, whereby the duty of 'online data entry of various reports and vaccination details pertaining to their respective institution on the concerned portal of the Government of India and the State Government', has been illegally assigned to Veterinary Inspectors in contravention of Section 30 of the Indian Veterinary Council Act, 1984 and Standard Operating Procedure (SOP) for vaccination against foot and mouth disease dated 31.12.2025 (Annexure P-7), issued by respondent No.1. Further, a writ of mandamus has been sought for directing respondents No.2 to 4 to follow the SOP for vaccination against foot and mouth disease dated 31.12.2025. 2.

CWP-18016-2026 -2redressal of its grievances, the petitioner-association has also made a representation dated 04.05.2026 (Annexure P-10) to the respondents which is still pending consideration. He further submits that at this stage, the petitioner-association would be satisfied, if appropriate directions are issued to the respondents to consider and decide the said representation, by passing a speaking order, in a time bound manner. 3.

On receipt of advance copy, Mr. Lalit K. Gupta, Advocate accepts notice on behalf of respondent No.1-Union of India and Mr.Siddharth Sandhu, AAG, Punjab, accepts notice on behalf of respondents No.2 to 4-State. They have no objection to the innocuous prayer made by learned counsel for the petitioner. 5.

I have heard learned counsel for the parties and have gone through the record of the case.

Without going into the merits of the case at this stage, the present petition is disposed of with a direction to respondent No.3 to decide representation dated 04.05.2026 (Annexure P-10) submitted by the petitioner-association expeditiously, by passing a speaking order after affording an opportunity of hearing to the petitioner-association, preferably within a period of 02 months from the date of receipt of certified copy of this order. Further, the decision taken thereon shall be conveyed to the petitioner-association.
