(Oral) (1) After hearing learned counsel for the petitioner at length primarily on the question of locus standi and cause of action accrued to the petitioner-Association for assailing the impugned notification when we were inclined to pass the order on merits, learned counsel for the petitioner-Association seeks to withdraw the writ petition. (2) Since this is the second attempt by the petitioner to rake up an issue for which it appears to have no cause of action or locus standi, we permit the writ petition to be dismissed as withdrawn but subject to the condition that the petitioner-Association, its President, any of its office-bearer or members file any such petition to challenge the subject notification, such petitioner shall be liable to be burdened with exemplary costs.
