*** JASWANT SINGH, J. (ORAL) The petitioner was appointed on compassionate basis against the post of Panchayat Secretary in the Department of Rural Development and Panchayats vide appointment letter dated 07.10.2011 in compliance of the directions passed by this Court on 16.05.2011 in CWP-19511-2008. The aforesaid CWP-19511-2008 was filed by the father of the petitioner claiming a writ of mandamus for appointment of the present petitioner Gajjan Singh on same Class III post in terms of the Punjab Government Policy framed in the "Honour and Gratitude" to the dependants of the War Heroes and Army Personnel, who had achieved martyrdom. The petitioner now after more than seven years is claiming a mandamus for transferring him from the post of Panchayat Secretary to the post of Gram Sewak in the same department. The pay scale of both posts are stated to be identical, however, there are different promotional channels as per the statutory rules governing the service. After hearing learned counsel for the petitioner, this court finds no ground to issue such a mandamus.
