Petitioner has sought reinstatement in service. According to him, benefit has been denied to petitioner arbitrarily while it has been granted to others. Petitioner joined as SPO in the Punjab Police on 18.05.1995. He did not report for duty after the year 1998. According to him, petitioner applied for leave but same was not sanctioned. Vide order dated 23.11.1998, he was dismissed from service. About two decades thereafter, petitioner filed an application under the RTI to find out if any other SPOs had been reinstated. Information is Annexure P-2 to the petition. Main thrust of the argument is that since some other persons were inducted as SPOs after long absence, petitioner is entitled to same relief. This court is not convinced with the plea. Petitioner cannot be allowed to base his claim on negative equality. Petition is not only mis-conceived but suffers from hopeless delay. Same is hereby dismissed.
