The writ petition is not maintainable. I have already held so in CWP No.14621 of 2014 decided on 05.11.2014 that the writ petition for direction for payment of amount of outstanding bills cannot be maintained unless there is an issue relating to arbitrary exercise of power or discrimination in the manner conducted under Article 14 of the Constitution.

The petitioner has a grievance that these amounts which are due for the work done have not been paid. The petitioner is at liberty to engage the respondents in such representation or communication as he deems appropriate and if the amount is still not paid, he will have recourse to the civil action for recovery of money. 3.
