Present writ petition is for issuance of directions to the respondents to count the work charge service of the petitioner as T-Mate with effect from 11.03.1979 to 14.12.1995 which is immediately prior to his regularization towards qualifying service for the purpose of pension and other retiral benefits. Learned counsel for the petitioner has placed reliance upon the judgment rendered by this Court in Kesar Chand v. State of Punjab 1988(2) PLR 223.

The matter in controversy is restricted to that point and petitioner has already made representation dated 08.08.2017 (Annexure P3) and thereafter, got issued legal notice dated 10.09.2018 (Annexure P5), but the same remained undecided.
