(Oral) The grievance made by the petitioner in the present petition is that amalgamation of the Gram Panchayat has been made without following the proper procedure and considering the objections. Learned counsel for the petitioner submits that this Court in extra ordinary Writ jurisdiction should entertain the present petition and record the findings of facts and make the adjudication. We find that submission made is misconceived. In our considered opinion, the question of facts which have been raised in the present petition and to the disputed questions are required to be decided by the Director, Rural Development & Panchayats, Punjab by passing a PARVINDER SINGH 2018.11.17 15:14 I am the author of this document

CWP No. 25139 of 2018 (O&M) reasoned order. The Authority may or may not hear the parties as according to learned counsel for the respondent that is part of legislative function of the State. We, therefore, direct Director, Rural Development and Panchayats, Punjab to consider and pass a speaking order on the objections and grievances raised in the present petition, if the petitioner approach Director, Rural Development and Panchayats, Punjab within a period of one week from today, if necessary, after hearing the concerned parties.
