The petitioner is in 4th semester of B.A. LL.B. (Hons.) 5 Years Integrated Course in the Guru Hargobind Institute of Law for Women, Sindhwan Khurd, Ludhiana (hereinafter referred to as the "Institute"). She applied to her Institute for 'No Objection Certificate' for migration to the University Institute of Law, Punjab University Regional Center, Ludhiana, which has been declined on the ground that as per migration rules of the Panjab University, migration can be allowed during 5th semester. Thus, she was informed that the `No Objection Certificate' would be issued in the next session 2016-2017 during 5th semester on re-opening of the Institute after summer vacations.

Counsel for the petitioner has submitted that there is no bar in

After hearing learned counsel for the petitioner and examining the available record, it is found that as per migration rules of the Panjab University for B.A. LL.B. (Hons.) 5 Years Integrated Course, migration can be allowed only in 3rd, 5th and 7th semesters. Since the rules are silent about the migration in the 4th semester, therefore, the argument of counsel for the petitioner that there is no bar for applying for `No Objection Certificate' in the 4th semester for the purpose of migration is inconsequential. Resultantly, I do not find any merit in the present writ petition in order to interfere in the impugned order dated 15.03.2016 and hence, the same is hereby dismissed, though without any order as to costs.
