(ORAL) Petitioner has filed the present writ petition claiming that as per the circular dated 23.04.1990 (Annexure P-3), the petitioner was entitled for an advance increment after completing of 23 years of service. Counsel for the petitioner further states that the said claim has already been allowed in respect of the similarly situation persons. Petitioner retired on 31.05.2006. It is for the very first time on 10.07.2018, a legal notice was given by the petitioner after a period 12 years of his retirement.
