(Oral) The petitioner has rushed to the Court against the Memo dated 05.02.2016 (P-7) which is nothing but only a report submitted by the Block Development and Panchayat Officer, Karnal to the Deputy Commissioner, Karnal for taking final decision as to whether or not the Gram Panchayat land measuring 8 marla where the petitioner is said to have raised structure, can be sold to him in accordance with Rule 12(4) of the Punjab Village Common Lands (Regulation) Rules, 1964, as applicable to the State of Haryana.
