Ms. Shruti Jain Goyal, Deputy Advocate General, Haryana. AMIT RAWAL J. (Oral) Petitioner has invoked extra ordinary jurisdiction of this Court under Article 226 of Constitution of India on the premise that in pursuance to Advertisement No.3 of 2015 published on 28.6.2015 inviting applications for filling up the posts of Trained Graduate Teachers (TGT) Science but petitioner did not have certificate of Haryana Teacher Eligibility Test (HTET) conducted by Board of School Education Haryana. Learned counsel for the petitioner submitted that as per the instructions dated 05.06.2018, one time measure has been given for conducting examination and, therefore, petitioner is also entitled for the same benefit.
Learned State Counsel informed the Court that instructions dated 05.06.2018 pertained to advertisement of 2012 as the eligibility test of HTET, though introduced first time whereas advertisement specifically SAVITA KADIAN 2019.07.23 13:19 I attest to the accuracy and integrity of this document High Court Chandigarh
CWP No.25803 of 2018 {2} mentioned one of the essential requirement having certificate of HTET, therefore, petitioner is not entitled for the same relief. I have heard learned counsel for parties, appraised paper book and of view that there is no force and merit in the submissions of Mr. Rohit as subject of the instructions dated 05.06.2018 (Annexure P-6) reads as under:- "To acquire the Haryana Teacher Eligibility Test (HTET) and B.ED Qualification in case of PGT's recruited in response to the Advertisement No.1/2012."
This cannot be applied to all the employees.
Dismissed.
