(ORAL) Prayer in instant petition is for issuance of direction to respondent No.3 to convert ESM-BCA category post into BCA category and select petitioner for the post of TGT Music. Learned counsel for the petitioner submits that he will be satisfied if writ petition is treated as representation and a direction is issued to 3rd respondent-Secretary, Haryana Staff Selection Commission, Bays No.67-70, Sector 2, Panchkula to consider the same within a stipulated period.

Without going into merits and demerits of claim of the petitioner, I deem it appropriate to direct 3rd respondent-Secretary, Haryana Staff Selection Commission, Bays No.67-70, Sector 2, Panchkula to treat writ petition as representation, if permissible in law and consider same within a period of three weeks from the date of receipt of certified copy of this order along with complete copy of writ petition and shall pass a speaking order thereon, failing which respondent No.3 shall be liable to pay costs of `25,000/- to the petitioner.
