Present writ petition is for issuance of directions to the respondent-authorities to release the assured career progression scale to the petitioner after 23 years of his service, which became due to him on 27.02.1992.

Learned counsel for the petitioner contended that case of the petitioner is squarely covered by the ratio of judgment rendered by the Hon'ble Division Bench of this Court in Executive Engineer, Punjab State Electricity Board v. Paul Singh JE (Retd.) and Others (LPA-883-2012, decided on 03.07.2012) and his representation-cum-legal notice dated 30.08.2018 (Annexure P2) is still pending with the respondent.
