(Oral) The issue that arises for consideration is whether the petitioner is a victim of terrorist activities and consequently entitled to regularization of allotment of the flat which is no longer in his possession? The petitioner was relegated to the Divisional Commissioner, Jalandhar Division for determination of his claim and the said Authority further remanded the case to Deputy Commissioner, Amritsar to decide the same.
On the last date of hearing, the matter was adjourned to await the decision of the Deputy Commissioner. Learned counsel for the petitioner states that the Deputy Commissioner, Amritsar has passed a speaking order dated 30.05.2015 holding that the petitioner is not a victim of terrorist activities and thus not covered under the Government Policy.

CWP No.7854 of 2015 [2] In this fact situation, we dispose of this writ petition relegating the petitioner to the remedy of appeal before respondent No.5 who shall make an endeavour to decide the petitioner's appeal as early as possible and preferably within a period of three months from the date of its submission. The Appellate Authority shall also afford an opportunity of hearing to the petitioner.
