(Oral) The petition has been filed, inter alia, seeking a writ of certiorari quashing the memo dated 24.06.2024, Annexure P-4, whereby the petitioners have been directed to submit undertaking in the prescribed format to refund all monetary benefits of promotion under Career Advancement Scheme (CAS) to the University in case decision of the pending appeal before the Division Bench in LPA No.87 of 2024 goes against them.

Learned counsel contends that the condition incorporated in the memo regarding refund of monetary benefits is contrary to law of the land. At this stage, the petitioner may be permitted to make a representation to the respondents seeking withdrawal of the condition on that account, and the petition may be disposed of with a direction to the concerned respondent to decide it expeditiously.

In view thereof, the petition stands disposed of permitting the petitioner to make a representation to the third respondent/Registrar, Lala Lajpat Rai University of Veterinary and Animal Sciences, Hisar, within two weeks from today, which shall be considered and decided in accordance with law within a period of two months after receiving the representation. 4.

In case the order is not passed within the stipulated period, the officer concerned shall pay costs of ₹50,000 to the petitioner.
