Petitioner has prayed for a writ in the nature of mandamus to direct the respondents to give her a suitable job in view of various circulars issued by it. It has been urged that petitioner is daughter of deceased Mohinder Singh, a registered medical practitioner, who was killed by terrorists way back in September 1989. FIR No. 102 dated 15.09.1989 was registered at police district Majitha in this regard. Said Mohinder Singh was survived by two daughters namely Sandeep Kaur and Sharanjit Kaur (petitioner herein). According to petitioner, she passed matriculation in 2003 and senior secondary in 2005. As the petitioner belongs to the terrorist affected family, she is entitled to be given a job in terms of Punjab circular letter dated 24.04.1986. She also applied on this basis to the Deputy Commissioner, Amritsar.

However, no steps were taken. I find that prayer of the petitioner is misconceived. The circulars sought to be relied upon do not show that there is a duty cast upon the State to offer job to the petitioner. Besides, her father died way back in the year 1989. Petition suffers from serious laches. Admittedly, petitioner AJAY KUMAR 2019.01.

CWP No. 26541 of 2018 completed her senior secondary in the year 2005 and no such petition was preferred by her earlier.

Dismissed.
