(Oral) The petitioners are graduates and working as Gram Sachivs. Their grievance is that under the Haryana Development and Panchayat Department (Group-C) Field Officers Service Rules, 2012, though a quota for promotion of Gram Schiv to the post of Social Education and Panchayat Officer has been prescribed but while doing so, the condition of requirement of graduation as one of the essential qualification has been omitted. According to the petitioners, non-prescription of graduation as an essential qualification has caused an anomalous situation for the reason that the Social Education and Panchayat Officers are eligible for further promotion to the post of Block Development and Panchayat Officer for which 'graduation' is an essential qualification. CWP No.8018 of 2015 [2] Having heard learned counsel for the petitioners, we are afraid that the issue raised herein-above does not fall within the ambit of judicial review of this Court. Since the petitioners have already taken up the issue of alleged anomalous situation with the authorities by way of a representation, we decline to interfere in the impugned Rules but dispose of this writ petition with liberty to them to pursue their representation and/or supplement the same by way of another representation before the Competent Authority. Ordered accordingly.
