(ORAL) Counsel for respondent No.2 argues that petitioner is challenging his non-selection to the post of Assistant Lineman in respect of the advertisement No.1/2011 and no person, who is likely to be affected in case the plea of the petitioner is allowed, is party to the present writ petition.
