The petitioner is not competent to file a petition to challenge the notice of theft without joining the Corporation in a form of representation contemplated under the relevant Regulations pointing out to the features that would show that there was no theft and there was no tampering with the meter. It shall not be possible for the Court to examine the issue whether the thumb impression taken in the inspection note was with the knowledge of the petitioner or not. It is inexigent for me to make an adjudication on such issue raised by the petitioner. 2.
The writ petition is dismissed but the petitioner will have appropriate remedy to work out the rights in the manner provided under the relevant Regulations.
