At the very outset, learned counsel for the petitioner seeks permission to withdraw this petition with liberty to the petitioner to press all the grounds as taken by him in the second appeal preferred by him before respondent No.2 and to raise the contentions therein accordingly and he has also requested for issuing a direction to the said respondent to decide the above-mentioned appeal within some specific time frame. Learned State counsel as well as learned counsel for respondent No.5 have no objection for the same.
