Petitioners, 26 in number, have approached this Court for seeking mandamus directing respondents to appoint them on the post of Steno Typist and prepare a waiting list and for quashing advertisement dated 10.12.2015 (Annexure P-1) and corrigendum (Annexure P-2) whereby 50% reservation has been provided to the post of Steno Typists. Learned counsel appearing for petitioners submitted that in pursuance of aforementioned advertisement, petitioners, as per eligibility criteria, submitted online applications under various categories, which were 8 in number i.e. Steno Typist (English), Steno Typist (Hindi), Steno Typist (Both Languages), Junior Scale Stenographer (English), Junior Scale
-2Stenographer (Hindi), Junior Scale Stenographer (Both Languages), Senior Scale Stenographer (English) and Senior Scale Stenographer (Both Languages). Petitioners cleared written examination and called for scrutiny of documents but were not called for interview. It is, in these circumstances, cause of action had accrued to approach this Court. In response to notice issued, State Counsel handed over a chart containing result of petitioners whereby all petitioners appeared under various categories like General and reserved categories i.e. BCA, BCB, EBPGC, have not been able to make cut off marks, which for BCA is 90, BCB 88, EBPGC 82, General 94 in Category No.2-Steno Typist (Hindi), Category No.6-Junior Scale Stenographer (Both Languages) 110 BCA and 102 General, Category No.3-Steno Typist (Both Languages) BCA 92, General 92, Category No.
1-Steno Typist (English) BCA 92, General 94, Category No.8-Senior Scale Stenographer (Both Languages) General 104, BCA 108 and for Category No.4-Junior Scale Stenographer (English) BCA 108 whereas Category No.7-Senior Scale Stenographer (BCA) BCA 110. The only contention raised by counsel for petitioners is that in case petitioners were found suitable for scrutiny of documents why they have not been called for interview.
In response to aforementioned query, Ms. Shruti Jain Goyal, DAG, Haryana submitted that all the candidates who qualified stenography test were called for scrutiny of documents as per eligibility criteria and two times eligible candidates were called for interview. The chart prepared in this regard is extracted as under:-
