Prayer in this writ petition filed by the petitioner under Articles 226/227 of the Constitution of India, is for issuance of a writ in the nature of mandamus, directing the respondents to grant/release the complete retiral/pensionary service benefits and dues to the petitioner (including gratuity, dearness allowance, GPF/PF deposited by him, leave encashment, medical allowance, etc. and arrears of increment and other arrears) along with interest @ 18% p.a. for delay in the payment of above-mentioned service benefits till its realization. 2.
Learned counsel for the petitioner, at the very outset, confines his prayer for deciding legal notice dated 16.07.2023 (Annexure P-3). On the asking of the Court, Mr. Rajesh Sehgal, Addl. A.G., Punjab, accepts notice on behalf of respondents No.1, 2 and 4 and Mr. Shobhit Phutela, Advocate, who is on the panel of Department of Local Government, Punjab, has accepted notice on behalf of respondent No.3 and have no objection to the innocuous prayer made by learned counsel for the petitioner.

I have heard learned counsel for the parties and have gone through the record of the case.

Without going into the merits of the case at this stage, the present petition is disposed of with a direction to respondent No.4 to decide legal notice dated 16.07.2023 (Annexure P-3), submitted by the petitioner expeditiously, by passing a speaking order, preferably within a period of 03 months from the date of receipt of certified copy of this order.
