**** RITU BAHRI , J. (Oral) The petitioners are seeking directions to respondent No. 2 to decide the appeal along with applications for stay filed by petitioner Nos. 1 to 3 against order dated 03.03.2015 Notice of motion.

On asking of the Court, Mr. Keshav Gupta, AAG, Haryana accepts notice on behalf of the State.

The grievance of the petitioners that vide impugned orders P-7 (1 to 3) and P-9(1 to 3) recoveries were sought from the petitioners despite the fact that the Registrar, itself has constituted a committee to go into the validity of the Rules and the committee has yet to submit its report and therefore, till the final decision is taken on the said report, GAURAV ARORA 2016.05.09 13:13 I attest to the accuracy and integrity of this document

C.W.P No. 7959 of 2016 -2the impugned orders cannot be passed.

In view of above, without commenting on the merits of the case, this petition is disposed of by giving liberty to the petitioners to associate with the aforesaid committee for redressal of their grievances with regard to recovery P-7 (1 to 3) and P-9(1 to 3), who shall look into their matter. Further till the decision is taken by the Committee, no recovery be effected from the petitioners, as held by this Court in C.W.P No. 22097 of 2014 and connected matters, decided on 03.08.2015.
