It filed a petition under Section 7 of the Punjab Village Common Lands (Regulation) Act, 1961, as applicable to the State of Haryana, which has been dismissed for want of locus-standi. There can be no exception to the view taken by the Authority. The provisions of the 1961 Act permits the Gram Panchayat or any aggrieved person of the village to initiate such proceedings. The Society does not fall in either of the category.
