Present writ petition is for issuance of directions to the respondents to count the service of the petitioner having been rendered by him as work-charge for the period from 17.10.1979 to 30.09.1992 followed by regular service. Petitioner finally retired from his services on 30.11.2012, but his retiral benefits taking into account the service rendered by him as work-charge employee was not considered and payment was not released to him despite advance notice (Annexure P3) having been got issued by him on 02.04.2018.

Learned counsel for the petitioner contended that the matter in controversy is covered as per the ratio of judgment rendered by this Court in Dakshin Haryana Bijli Vitran Nigam and Others v. Bachan Singh 2009(14) SCC 793.
