The petitioner prays for the issuance of a writ in the nature of certiorari to quash the order passed by the Superintending Engineer on 03.11.2017.

In substance, the petitioner prays that the period of his service as a daily wager should be counted towards his experience for the purpose of promotion. The petitioner claims that the other similarly situated employees were promoted to the post of Fitter w.e.f. 01.08.1992. The representation of the petitioner was rejected on the ground of delay as well as that he cannot claim seniority before the date of his regularization. The Superintending Engineer has passed a detailed order in this regard. 3.
