Petitioner has prayed for a writ in the nature of mandamus to direct respondents no. 1 & 2 to appoint a Administrator for proper and effective functioning of respondent no. 3-College. It has been urged before the court that a recommendation, Annexure P-8 was made by the University for appointment of an Administrator. Said recommendation has not been accepted. On the other hand, election to the Managing Committee of respondent no. 3-College has been proposed to be held shortly. This court does not find any ground to interfere in writ jurisdiction. There is nothing to show that recommendation made by University is binding in nature. In case elections to the Managing Committee are being held that would be in the fitness of things for governing the College. As regards the question of financial irregularities, petitioner is always at liberty to raise the same before the appropriate forum after elections are held. Petition is hereby dismissed.
