Present writ petition is for issuance of directions to the respondents to grant benefit of Assured Career Progression Scheme to the petitioner in view of the instructions dated 25.09.1998 (Annexure P1) by ignoring his option for grant of benefit under instructions dated 03.11.2006 (Annexure P2) in view of changed circumstances and to release all the consequential benefits to the petitioners as his case is fully covered by the ratio of judgment rendered by this Court in Gurmail Kaur v. State of Punjab and Others (CWP-19637-2014, decided on 18.08.2017). Learned counsel for the petitioner contended that for redressal of his grievance, petitioner got issued legal notice dated 25.09.2018 (Annexure P7), which remained unattended by the respondents till date.
