IN THE HIGH COURT OF PUNJAB AND HARYANA

AT CHANDIGARH CWP-17328-2023 Date of Decision: 10.08.2023 Satwant Singh .... Petitioner

Versus

State of Punjab and others .... Respondents CORAM: HON'BLE MR. JUSTICE SANJEEV PRAKASH SHARMA

Present:

Dr. Naresh Kaushik, Advocate for the petitioner.

Mr. Paramjit Batta, Addl. A.G., Punjab.

***** SANJEEV PRAKASH SHARMA , J (ORAL) 1.

The present petition has been filed which appears to be only mischievous and totally misconceived.

2.

Learned counsel for the petitioner submits that the petitioner is working as a teacher in vocational field and the respondents are not considering him for promotion. Learned counsel has taken this Court to the order dated 11.06.2023 issued by the service branch of the Directorate of School Education, to submit that the promotion cell has only considered the posts as mentioned therein, which does not include vocational teacher. 3.

This Court finds that the order dated 11.06.2023 speaks about the direction to promotion cell to work on the job of promotions ie. ETT/non- teaching/C&V to Master Cadre and from Master cadre to Lecturer/Headmaster and from Lecturer/Vocational Master/Head-Master to Principal and further posts. If the respondents have deliberately left out the post of vocational teacher, this Court would not interfere in the said aspect DINESH BANSAL 2023.08.21 15:23 I attest to the accuracy of this order Chandigarh

CWP-17328-2023 -2- 2023:PHHC:104295 as it is a policy decision of the State to conduct the exercise of promotion relating to a particular cadre leaving out the other which may be conducted separately or may not be conducted depending upon several circumstances which may be available with the respondents including number of vacancies and finances too. This court does not sit over the administrative decisions while examining the writ petitions.

4.

Keeping in view the above, the present petition is found to be meritless and accordingly, the same is dismissed. (SANJEEV PRAKASH SHARMA) 10.08.2023 JUDGE D.Bansal Whether speaking/reasoned :
