Learned counsel for respondents No.2 to 4, at the outset, submits that retail outlet stands allotted to respondent No.5 and it is operating since 28.06.2019. The pump was installed after obtaining NOC from Deputy Commissioner. At this belated stage, it would not be just and fair to cancel allotment to respondent No.5.

Learned counsel for the petitioner expressed his inability to controvert the said fact.
