Jaidka, Advocate, for the petitioner. **** HARSIMRAN SINGH SETHI , J. (ORAL) Petitioner is challenging the order of punishment imposed upon him, vide order dated 29.12.2015.

By the above-said order, a cut in the pension of the petitioner for a period of five years was imposed.

Counsel for the petitioner states that the petitioner had filed an appeal against the said order, which is appended as Annexure P-5. A bare perusal of the said appeal would show that no ground as to why the order of punishment is bad has been mentioned except a prayer that the impugned order should be set aside. Faced with this situation, counsel for the petitioner prays that the petitioner be given liberty to supplement the appeal already filed, giving the reason as to why the order of punishment dated 29.12.2015 is bad in law.

CWP-29849-2018 -2Counsel for the petitioner further states that even as on today, no order has been passed on the appeal, which was preferred on 29.12.2015 and the same is still pending, if that be so, the respondents are directed to decide the said appeal within a period of three months from the date of receipt of the certified copy of this order. In case, the petitioner supplements appeal by giving reasons within a period of two weeks from today, the same should also be taken into consideration while deciding the appeal. Hence, it is made clear that this Court does not express any opinion on the merits of the case and also about the entitlement of the petitioner in respect of the claim made in appeal.
